Seriously, this is pro forma, not serious. Serious would take the form of investigation and prosecution. "We're not thieves, see?"
Oh no. How awful. Now they'll have to limit themselves to big military-industrial buys right before launching wars[1], getting billions from the nations they're negotiating with[2], and trading on inside information.[3]
